The central government appoints notaries for the whole or any part of the country. State governments, too, appoint notaries for the whole or any part of the states. Not surprisingly, in those early days, many of the notaries were members of the clergy. The notary confirms that the signer is acting voluntarily without coercion. Once verified, the notary prepares to proceed with the signing.
